Fractional HR Leadership for Houston Businesses
Executive HR leadership, sized to your company. If terms like fractional CHRO are new to you, this page explains the model in plain English and helps you find the level of leadership your business needs.
What Fractional HR Leadership Means
A senior executive leads your people function for the portion of time your business actually needs.
Fractional HR leadership means a senior HR executive leads your people function for a fraction of their time, on an ongoing basis. Instead of hiring a full-time executive, you engage one for the share your business actually needs, and that executive takes real ownership: strategy, decisions, accountability.

It Is Worth Being Clear About What This Is Not
Fractional leadership is not outsourced HR administration, and it is not a junior consultant with a template. The value is executive judgment, the kind earned over decades of leading HR inside serious companies, applied to your business at a scale you can justify.
KNS Associates provides fractional HR leadership to small and medium-sized businesses from $1M to $500M in revenue, from the Houston area and nationwide.
The Spectrum, from Advisory Hours to Embedded Executive
The model scales. The right level depends on how much ownership your people function needs.
Advisory
Structured executive counsel for your CEO or HR leader: a standing sounding board for people decisions, escalations and strategy questions. Fits when you have capable HR hands and mainly need judgment.
Fractional Executive
A recurring seat on your leadership team. Your fractional CHRO or CPO owns the people strategy, attends leadership meetings and directs the HR function on an agreed cadence. Fits when the people agenda needs an owner, not just an opinion.
Embedded Executive
A deeper presence during demanding periods: significant on-site time, direct leadership of major initiatives and day-to-day steering of the function. Fits during transformations, integrations and periods of rapid change.
Who Fractional HR Leadership Is For
You do not need to know the terminology. You just need to recognize the situation.
- CEOs, owners and presidents acting as the de facto head of HR
- Companies with capable HR administration but no HR strategy
- Leadership teams navigating growth, acquisition or reorganization
- Businesses from $1M to $500M in revenue that cannot justify a full-time HR executive
- Boards and investors asking for a credible people plan

Fractional, Interim or Project? How to Tell the Difference
Different engagement shapes solve different problems. Here is how to know which one you have.
Fractional Leadership
Ongoing and open-ended. The executive serves part of their time, indefinitely, and the relationship deepens as they learn your business. Choose fractional when the need is continuous: strategy, leadership presence and steady ownership of the people function.
Interim Leadership
Full coverage for a defined transition. When an HR leader departs, takes leave or a search is underway, an interim CHRO takes over the whole function until a permanent leader is in place. Choose interim when a seat is suddenly empty and the business cannot wait.
Project Consulting
A defined scope with a defined end. A compensation redesign, an HR transformation, a compliance audit. The work is delivered, reviewed and closed. Choose a project when you need an outcome rather than an ongoing seat.
Many clients blend these over time, starting with a project, moving to advisory, growing into a fractional seat. The consultation exists to figure out which fits now, and nothing obliges you to the largest option.

Why Ken Sensanbaugher
Fractional leadership only works if the executive brings weight.
Ken Sensanbaugher has 30+ years of HR leadership experience. He holds a Master of Industrial and Labor Relations from Cornell University and held HR leadership roles at Honeywell and Cummins, where he learned what a people function looks like when it runs at the highest level.
He has led global HR transformations and serves as CHRO and VP of HR and Administration at JB Poindexter. He built KNS for a simple reason: small and medium-sized businesses deserve the same caliber of HR leadership that Fortune 500 companies take for granted.
Ken is based in the Houston area and serves clients nationwide, working on site with leadership teams and remotely between visits.
Fractional HR Leadership Questions, Answered
It means a senior HR executive leads your people function part-time, on an ongoing cadence, with real ownership of strategy and outcomes. You get the leadership without the cost of a full-time executive hire.
Outsourcing hands administrative tasks, such as payroll or benefits processing, to an outside provider. Fractional leadership puts an executive inside your leadership team to own strategy and decisions. The value is judgment, not task volume.
The title matters less than the need. If your people function needs executive ownership, the consultation will help you name the right shape, whether that is a fractional CHRO, a Chief People Officer or a lighter advisory arrangement.
Yes. Many engagements begin with advisory hours or a defined project and grow into a fractional leadership seat once the fit is proven. The model is designed to meet you where you are.
